6th Cycle Housing Element Update (2023-2031)

The 6th Cycle Housing Element Update (2023-2031) will identify where and how the City will accommodate existing and projected future housing needs. This page will be the center of online activity and residents are encouraged to visit frequently to engage in the process, provide feedback, find key documents, see upcoming meeting dates, and learn other information. It will be updated regularly throughout the Housing Element Update process.

May 22, 2025 Adopted and Certified Housing Element

 On May 22, 2025, the California Department of Housing and Community Development issued the City of Ceres a substantial compliance letter for its Housing Element. With the issuance of this letter, HCD confirmed that the adopted Housing Element is in substantial compliance with State Housing Element Law.

February 3, 2025: Draft Housing Element Meets Statutory Requirements

On February 3, 2025, City staff received a letter from the California Department of Housing and Community Development (HCD) stating that the City's Draft Housing Element meets the statutory requirements under Government Code Section 65585. Once the Housing Element is adopted by the City Council, the City will resubmit the adopted version to HCD for final approval, achieving substantial compliance with state requirements.

 The Planning Commission will present the Housing Element to the City Council with a recommendation for adoption on March 17, 2025, followed by a City Council hearing scheduled for March 24, 2025.

January 22, 2025: Revised Draft Housing Element Submitted to HCD for Review

On January 22, 2025 City staff submitted the Revised Draft Housing Element to Housing and Community Development (HCD) for review. 

No revisions were made subsequent to the public review period that was held from January 10 through January 17, 2025. To view the Revised Draft Housing Element, use the link in the section below.

 January 10, 2025: Revised Draft Housing Element Seven Day Public Review Period

 City staff and the housing consultant reviewed the 60-day findings letter and revised the housing element in response to comments received. The Revised Draft Housing Element is available for a seven-day public review period, which will run from Friday, January 10, 2025 through Friday, January 17, 2025.

 Public comment on the Revised Draft Housing Element is encouraged and can be submitted via email to Lea.Simvoulakis@ci.ceres.ca.us or pope@emcplanning.com

August 30, 2024: HCD 60-Day Findings Letter Received

 On August 30, 2024, City staff received a 60-Day Findings Letter from HCD. The letter acknowledged that many statutory requirements were addressed in the Revised Draft Housing Element. However, revisions were necessary to substantially comply with State Housing Element Law (Gov. Code Section 65580 et seq).

August 30, 2024 Response Letter

The 60-day review period will end on Friday, August 30, 2024. Once the 60-day review period has ended, HCD will issue a letter detailing the City’s status of compliance with Housing Element State law.

July 1, 2024: Revised Draft Housing Element Submitted to HCD for 60-Day Review

On July 1, 2024, the City submitted the Revised Draft Housing Element to Housing and Community Development (HCD) for a 60-day review. The 90-Day Revisions Matrix details all revisions made to the draft housing element in response to HCD’s 90-Day Findings Letter.

 June 21, 2024: Revised Draft Housing Element Seven Day Public Review Period

December 14, 2023: HCD 90-Day Findings Letter Received

On December 14, 2023, City staff received a 90-Day Findings Letter from HCD. The letter acknowledged that many statutory requirements were addressed in the Initial Draft Housing Element. However, revisions were necessary to substantially comply with State Housing Element Law (Gov. Code Section 65580 et seq).

 

September 15, 2023: Initial HCD Draft Housing Element Submitted to HCD for 90-Day Review

On September 15, 2023, the city submitted the Initial Draft Housing Element to Housing and Community Development (HCD) for a 90-day review.

 July 17, 2023: Public Review Draft

On July 17, 2023, the city released the Public Review Draft Housing Element for a 30-day review and public comment period. The public comment period ended on August 21, 2023.
