Construction & Demolition Waste

The California Green Building Standards Code (CALGreen) requires new residential and non-residential building construction, demolition, and certain additions/alteration projects that are subject to City permitting requirements, to divert and salvage for reuse at least 65% of the nonhazardous construction and demolition waste generated during the project duration. Further, 100% of asphalt, concrete, and land-clearing debris must be recycled. All demolition projects with a total footage of more than one thousand square feet must comply with the City of Ceres permitting process requirements.  For non-residential additions or alterations to a building or tenant space, verification must be provided that all Universal Waste items are disposed of properly and diverted away from landfills.

To assist with compliance, the City of Ceres requires permit applicants to submit the Waste Management Plan (WMP, WMP2, & WMP3) prior to project start and a Waste Management Plan Report (WMPR, WMPR2, & when applicable WMPR3) within 14 days after project completion.

Alternatively, self-hauling of the discarded C&D materials is allowed if conducted by the owner, occupant, or resident of the property utilizing their own vehicle.

If you are self-hauling, you are allowed to take the material to any facility of your choosing, however, it is the responsibility of the project applicant/manager to ensure that the facilities are capable of assisting them with their waste management plan to meet the City of Ceres and CALGreen diversion requirements. For this reason, it is strongly recommended to utilize the facilities listed on the RESOURCE LISTING form provided in the Forms section below.

PROJECT CHECKLIST

Please refer to the following checklist and provided resource guides to ensure all required documentation is included for final permitting approval.
  • Complete, sign, and submit the CONSTRUCTION & DEMOLITION WASTE MANAGEMENT PLAN (WMP) prior to starting your project. Include signed Contractor(s) Acknowledgement form (WMP2) if applicable and signed Terms and Conditions (WMP3).
  • f you plan to utilize any other organization for recycling services, please refer to the attached RESOURCE LISTING for referals to City-approved vendors that accept recyclable materials and salvaged items. If you plan to collect debris on-site and have it transported off-site by an outside hauler, Bertolotti Disposal is the City's exclusive franchise hauler and only permitted collector allowed to provide these services. Contact Bertolotti Disposal at (209) 537-1500 to arrange for C&D collection and hauling services in advance of starting work on the project.
  • Ensure that any and all subcontractors for the project understand and agree to the CALGreen regulations and City of Ceres C&D Waste Management requirements and have signed the Contractor Acknowledgement form (WMP2) for verification.
  • Keep all receipts and weight tickets provided by the hauler and recycling vendors to be submitted as part of the Waste Management Plan Report (WMPR) to the City upon project completion.
  • Once the project is complete, use the Tonnage Calculation Sheet (WMPR2) to convert weights into the appropriate measure. This form must be submitted along with the WMPR at the project completion for final approval.
  • Complete the Waste Management Plan Report (WMPR) and attach the Tonnage Calculation Sheet (WMPR2), all receipts and weight tickets, and for applicable projects the Universal Waste Diversion Log (WMPR3) and submit to the City within 14 days of the project completion.
